What evidence is there that they could work?
Quatre cares for Heero after their fight (ep 26)
Heero and Quatre spend a lot of time on Earth together in the Sanc Kingdom.
Heero trusted Quatre enough to give him the Zero system, and appoint him as the unofficial leader of the others.
Quatre refers to Heero as the “Soul of Space,” (ep 52)
After Quatre’s brief “episode” with the Wing Zero system, the two pilots spend a lot of time together on Earth, fighting for the Sanc Kingdom. They don’t interact as much as Heero and Trowa did, but they definitely trust each other. To Heero, Quatre is a fellow pilot with the ability to unite everyone. Even if Quatre isn’t as strong as the others, his vision of the future and compassion make him an excellent choice for this position. Heero knows he can depend on him, also, to stay cool under pressure. He may even view Quatre as someone more pure than himself, someone that needs to be “preserved” rather than “protected.” To Quatre, Heero is the ideal that everyone is striving for: strength, dedication, selflessness. Heero understands the pain of the people of the colonies just as Quatre can through his empathy. Quatre attaches to Heero the same way everyone else in the show does: everyone wants to have that strength. For Quatre this is especially true, as his past was filled with so many uncertainties. (refer to Quatre’s section).
What evidence is there that they wouldn’t work?
Simply lack of positive evidence. Neither makes any advances toward the other in the time they spend together. As said before, Heero’s attitude towards Quatre does not change significantly as the show goes on, and he has no problem with speaking openly to him. Quatre, for the most part, is more concerned about helping and connecting to Trowa than Heero.
Heero tells Quatre, “Go to Trowa.” (ep 3?)
Also, Heero and Quatre are two of the most emotional of the pilots (with the exception of Duo, perhaps). Quatre has no problem chasing Trowa down, but he does not attempt the same with Heero. If Heero and Quatre did share some connection greater than their friendship, one or both would have acted upon it.
In conclusion
Heero has faith in Quatre’s abilities as a leader, and Quatre’s empathy resonates with Heero’s love of outer space. The two of them may work together, trust and depend on each other, but they both have different interests when it comes to significant others.
